Hi my name is Krista O’Brien and I am pleased to submit my candidacy for the position of 2nd Vice President of the Ontario Municipal Tax and Revenue Association (OMTRA). Having served you on the OMTRA Board of Directors for the past three years as Director of Legislation, I have valued the opportunity to work alongside dedicated municipal professionals committed to supporting and advancing the needs of our membership.
During my time on the Board, I have actively participated in advocacy efforts related to legislative and revenue matters affecting municipalities across Ontario. This experience has provided valuable insight into the challenges facing municipal tax and revenue professionals and reinforced the importance of OMTRA's role as a strong and respected voice for its members, such as the requests to digitize the assessment roll, enhanced access to assessment data and amendments to the Provincial Offences Act.
Professionally, I am the Manager of Municipal Taxation and Assessment within Revenue Services at the City of Ottawa. I oversee property tax policy and billing, the Vacant Unit Tax program, the Municipal Accommodation Tax, assessment functions, and revenue accounting services that support Provincial Offences Act and Administrative Penalty System operations. Over my 26 years with the City, I have gained extensive experience in municipal revenue services, including water billing, property taxation and assessment, Payments in Lieu of Taxes, and municipal budget oversight with Corporate Finance.
I am seeking the role of 2nd Vice President because I am committed to continuing my service to the members of OMTRA and contributing in a broader leadership capacity. Serving on the Board has been both rewarding and fulfilling, and I value the strong relationships and collaborative environment that make OMTRA such a valuable organization. I look forward to continuing to advocate for our members, support professional development, and help guide the future direction of the Association.
It would be an honour to continue serving OMTRA and its members as 2nd Vice President.

Scott holds a degree in Business Administration from the University of Ottawa, along with a Masters Certificate in Municipal Leadership from the Schulich School of Business at York University. Scott would appreciate the opportunity to join the OMTRA Board as Second Vice President to play an active part in providing insights and leadership to the Board on the various issues faced and opportunities pursued by all OMTRA members and participating municipalities. He has direct experience in being involved with various municipal revenue generating activities and collection efforts. Scott possesses a strong knowledge of property assessment methodologies and associated challenges faced by municipalities and other organizations resulting from property appeals. His well-rounded experience working with municipalities on behalf of various federal and provincial agencies would be an asset in any discussions with the OMTRA Board, members and other associated stakeholders.

I am interested in the above-noted position as I have had the opportunity to serve at the board level with the Association during the the 2025/2026 term, which has been an invaluable learning experience. Through this role, I have developed a deeper understanding of the organization’s operations, strategic initiatives, as well as the significant effort required to deliver high-quality professional development, effective communications, and ongoing member support.
I would welcome the opportunity to continue contributing at the board level, working collaboratively with fellow directors to strengthen the OMTRA, support its members, and help guide its ongoing growth and evolution.

Hello everyone, my name is Rob Beaumont, and I am running for the position of Director on the OMTRA Board of Executive.
I was first elected to the Board in 2015 and was a board member for 10 years. For 8 years I held the position of Director of Sponsorship and Promotions.
My time on the Board was very rewarding. I am once again seeking your support for the 2026/27 term. I was very honored to be one of your representatives for 10 years and would be honored once again to be one of our representatives.
I bring with me a wealth of knowledge having been with the Town of Parry Sound for 37 years and currently hold the position of Manager of Revenue & Taxation/Tax Collector.
Being from a small municipality, I give a different perspective on issues that affect large, medium and small municipalities. I enjoy being a voice for the smaller municipalities. I really have enjoyed in the past, sharing my experiences and answering questions from our membership and I wish to do that again.
There will be challenges facing us in the future. Still the biggest question on everyone’s mind is reassessment. When is the province going to give us a date, how will it be implemented, what are shifts going to look like. I would like to be apart as an OMTRA board member.
This is why I would like to once again be one of your representatives, giving back to our membership, to work through and face the challenges that all municipalities will face now and in the future.
Thank you for your time. Please stay safe and hopefully we will see everyone at Deerhurst Resort in the fall for our 2026 conference.

Hello! I am Lauren Birch, the Director of Financial Strategy & Policy in the Office of the CFO at the City of Toronto. I provide strategic financial advice and leadership for corporate initiatives, including implementation of Toronto’s Long-Term Financial Plan; informing property tax policy; considering new funding tools; supporting budget strategy; and leading our Comprehensive Development Charges Review.
Prior to Toronto, I worked at the Ontario Cabinet Office. I have a Master of Public Policy degree from the University of Toronto and was a Graduate Fellow with the Institute on Municipal Finance & Governance, which is really where my passion for municipal finance was formed. When I am not working, I love to explore my neighbourhood, (i.e. try new restaurants and hit up the local markets!) in Hamilton with my dog, Lando.
I have had the pleasure of serving as OMTRA’s Director of Communications & Membership on the Board this past year. While we may not have met face-to-face yet, if you have opened up any eVoice or attended one of our webinars this year, we interacted in some way!
I am running for the Board again because one year just wasn’t enough time to achieve all of the things I want to see at OMTRA! Now that I am up to speed, my second year would be focused on further engagement with all of you to ensure OMTRA materials, events and sessions reflect your needs and wants. I’d also love to explore how my background in public policy and financial planning could help to expand or contribute to OMTRA’s advocacy efforts and areas of focus, and think my skills nicely complement other OMTRA Board Members and the broader membership.
Thank you! (and come say hi at the conference!)

My name is Jennah Carere and I am the Supervisor, Revenue at the Town of Caledon. I have assessor, lower-tier, and upper-tier municipality experience.
I started my career as a Property Inspector for MPAC (Brantford – Res/Farm) and BC Assessment. I then transitioned to municipal roles in tax and assessment: first at the City of Brampton, then Region of Peel, and now the Town of Caledon. I have working experience in property tax adjustments, billings, tax modelling, policy analysis, TIEG agreements, municipal capital facilities, vacant unit tax framework, assessment base management, growth and budget forecasting, rebates, appeals, collections, and more.
I served for two years on the OMTRA Legislation Committee before joining the Board of Directors for the 2025 – 2026 term.
My parents were teachers, and I observed their experiences until their retirement. As a gifted student I began helping my peers and younger students very early on in school. I’ve provided private tutoring to countless students. I have an Honour’s degree from the University of Guelph, where I served on the Curriculum Committee at the request of University staff. I have continued to prioritize education by completing: the Real Property Assessment program through the University of British Columbia, the AIMA designation, MRAP, University of Windsor Law - ADR training, and am working towards the MIMA designation.
I hope to continue to contribute my knowledge and experience to support OMTRA in professional development offerings and advocacy.

MESSAGE:
Please accept my nomination for election to the OMTRA Board of Directors for a second consecutive term. It has been a privilege to serve OMTRA as the Director of Sponsorship, Advertising and Promotion for 2025-2026 and I am grateful for the opportunity to continue giving back. I have a solid understanding of OMTRA’s day-to-day operations and goals for the future. I bring over a decade of Committee, Board, and Executive experience at the Institute of Municipal Assessors, including serving as Past President in 2021-2022.
One of the most rewarding parts of volunteering with OMTRA has been the people I have met along the way. I had the privilege of connecting with members across the province and supporting initiatives that benefit our profession. These experiences have strengthened my commitment to serve. If elected, I hope to contribute my leadership experience, collaborative approach, and genuine dedication to OMTRA. Thank you for your support and trust in serving our membership.

The strength of OMTRA has always been its members and their willingness to share knowledge, support one another, and continuously improve the profession. Throughout my career, I have seen the value of strong professional communities and their impact on individual growth while strengthening municipal services. I am seeking election to the OMTRA Board because I want to contribute to the Association's continued success through thoughtful governance, collaboration, and member-focused leadership.
My career has provided experience across property assessment and municipal revenue, giving me a broad perspective on the legislative, operational, and financial factors that shape municipal taxation. As an Assessment Review Analyst with the City of Markham, I manage complex tax and assessment appeals, oversee assessment growth, support revenue forecasting and budgeting, and collaborate with MPAC and internal stakeholders to strengthen revenue administration. I have also contributed to initiatives that improve operational efficiency.
Beyond my professional role, I have served on Seneca Polytechnic's Real Property Administration Program Advisory Committee since 2019, helping align the curriculum with the evolving needs of municipal revenue professionals while mentoring students through guest lectures and industry engagement. I am a member of the IMA and AIC, a recipient of the IMA Achievement Award, and am currently pursuing my CMRP and AACI designations.
As a Director, I will be a thoughtful listener, an engaged collaborator, and a strong advocate for decisions that deliver long-term value to OMTRA's members. I believe effective governance requires diverse perspectives, thoughtful questions, and informed decision-making. I am committed to supporting the next generation of municipal revenue professionals and helping OMTRA remain an innovative, trusted, and valuable resource for its members.

I bring more than 20 years of progressive experience in the municipal revenue field, with a strong focus on taxation and assessment. Throughout my career, I have developed deep expertise in the administration of property tax systems, revenue management, and the interpretation and application of municipal legislation and policies.
In my current role as Manager of Taxation and Assessment with the City of Brampton, I am responsible for overseeing the delivery of taxation and assessment services within one of Ontario’s largest and fastest-growing municipalities. This includes managing tax billing and collection processes, ensuring the integrity of the assessment roll, supporting financial planning, and leading initiatives to improve service delivery and operational efficiency.
My career has been grounded in advancing fair and effective taxation practices, supporting organizational excellence, and navigating complex legislative and operational changes. These experiences have given me a strong appreciation for the role OMTRA plays in shaping policy discussions, fostering professional development, and promoting best practices across municipalities. The work of OMTRA’s past and current members has had a meaningful impact on my own professional growth, and I hold their dedication, expertise, and contributions in the highest regard.
Serving as a Director would allow me to give back to the profession by supporting OMTRA’s mandate, while also bringing forward the insights I have gained from leading within a large and dynamic municipality like Brampton. I am particularly motivated by the opportunity to collaborate with peers, contribute to strategic initiatives, and help guide the organization as it continues to adapt to the changing landscape of municipal taxation and assessment.
Ultimately, my interest in this role is rooted in both gratitude and commitment- gratitude for the influence OMTRA has had on my professional development, and a strong commitment to contributing to its continued success and relevance for current and future members.
